Abstract

Tourism is a strategic sector in improving the economy and community welfare. In line with the global trend of halal tourism, the concept of eco-halal tourism has emerged as an integration of ecotourism and halal tourism principles to create sustainable tourism with spiritual value. This study aims to analyze the institutional resilience of the Bangkalan Tourism Office in developing sustainable eco-halal tourism using a descriptive quantitative approach through the Institutional Development Framework (IDF). Data were obtained through interviews, observations, documentation, and IDF matrix completion. The results show that
the median IDF value is 2.73, which places the institution in the consolidation category, with its main strength in human resources, while its main weakness lies in finance and the implementation of eco-halal tourism programs. These findings emphasize the need for institutional strengthening strategies through innovation, external collaboration, and increased funding capacity so that Bangkalan tourism can develop in an inclusive, competitive, and sustainable manner.
